The first enemy is the dumb script, the second is the cast's generally over-the-top performances, and the third is the deceptive prominence of Billy Zane in the credits since he's maybe onscreen for a total of five minutes. Anyway, the plot revolves around corrupt Louisiana Governor Chip Majors (DuMont) who strangles a hooker who's really an assassin (don't ask) and whose crime is witnessed by one corrupt cop (Roberts) and one conflicted cop (Hood) and whether they'll participate in a cover-up. Givens plays a violent CIA agent by the way.
