Despite DMX and Lou Diamond Phillips receiving top billing, neither is in this film for more than a few minutes, even though DMX is supposed to be playing a legendary New Orleans drug dealer that a spree of gang killings is being blamed on. The entire plot can be summed up in that sentence.
