Billy Jack Goes to Washington

Unlike the other Billy Jack movies this one was never theatrically released, which is probably good, as it's such a transparent rip-off of "Mr. Smith Goes to Washington." Pardoned for the trumped-up charges that sent him to prison previously, he is appointed to the U.S. Senate (wait, what?) to 'attract young voters,' and to convince the locals to get a nuke plant built. And then he finds out his predecessor is dead under odd circumstances. Of course you saw this part coming.
