Unconvincing, low-budget Canadian sci-fi. After a series of eco disasters, water has become a prized and expensive commodity. Abe Fielder (Johnson) and his family run a remote northern underground mining operation that extracts water from ice. So he's wealthy enough to afford to hire roving genetic specialist Dr. Gabriel Goode (Stebbings) to manufacture legs for Abe's daughter Clara (Veninger) who was born without them.
