Widowed Hattie (Dressler) decides to run for mayor because the incumbent is doing nothing about the town's crime problem with bootleggers and other gangsters. Unbeknownst to Hattie, her daughter Myrtle (Morley) is involved with Benny (Bakewell), who wants to get out of the mob. Hattie persuades the town's married women to withhold domestic services so they can influence their husbands (shades of Lysistrata). Her campaign is going fine until the Benny problem comes to light.
