Norman Pitkin (Wisdom) is a civilian worker during WWII who causes continual problems by digging up a road outside an army barracks. Fed-up, the commander has Norman and his colleague Grimsdale (Chapman) conscripted and sent to repair roads in France. Grimsdale is captured by German soldiers and Norman comes to the attention of the French Resistance because he just happens to look exactly like a Nazi general, and they wish to put his presence to good use. Much mistaken bumbling ensues as Norman tries to free British prisoners without getting caught himself.
