Noise
A recognizable situation turns one-note (and just what's the Russian chick all about?). Manhattanite David Owen (Robbins) is driven crazy by the city's noise pollution and starts taking a baseball bat to cars with constantly shrieking car alarms. He becomes a popular vigilante known as "The Rectifier" but blowhard Mayor Schneer (Hurt) is not one of his fans, and David's defiance becomes a real problem for City Hall.
