Action director To starts off with a mesmerizing 7-minute scene that follows the camera along a Hong Kong street, culminating in a shootout between crooks and cops (cops lose). Since a TV news crew got the whole debacle on tape, the humiliated department lets ambitious Inspector Rebecca Fong (Chen) equip the cops with web cams that will allow the proper spin as they hunt for the hostage-taking thieves; too bad the criminals strike back with their own video ops.
