A psycho Brooklyn hood goes on a murder spree, and homeboy turned lone-wolf cop Seagal races other police and the mob to get at him. Bloodthirsty and profane, it does try to depict N.Y.C.'s Italian-American community--but 90 percent of them are dead by the end so what's the point? Better yet, why does it open with a quote from Arthur Miller? Better still, what's Daffy Duck doing on this tape peddling Warner Bros. T-shirts to kid viewers?!
