Drug czar Frank White (Walken), recently returned from a prison sabbatical, regains control of his New York drug empire with the aid of a loyal network of black dealers. How? Call it dangerous charisma, an inexplicable sympatico. Headquartered in Manhattan's chic Plaza hotel, he ruthlessly orchestrates the drug machine, while funneling the profits into a Bronx hospital for the poor. As inscrutable as White himself, Walken makes the drug czar's power tangible, believable, yet never fathomable.
